Go to waypoint then walk 18 paces to the right following the fence line!
The reason the cache is called TB stumpy is because it is near the site of an old TB Sanatorium. Contents when set up included a Snoopy (for tgsnoopy), pens, pencils, table tennis ball,two balloons and a yo-yo.
The cache is a green-lidded plastic container.
