Geocache Description:

The cache was hidden on November 19. This is the day when the world celebrates International Toilet Day.

World Toilet Organization announces: 19 November is World Toilet Day – a day to celebrate the humble, yet vitally important, toilet and to raise awareness of the global sanitation crisis.
Google out for more if interested.

The purpose of this cache is to bring awareness to public that this place is not suitable to urinate, specifically the walls of Lithuanian President Palace. Be extremely cautious, there are no public toilets in the vicinity. Before leaving a pub you better have your last beer, wait an hour, use free toilet services of a pub and leave. Your pee stick will thank you and you will enjoy downtown comfortably.

If in trouble, remember: they are watching you!

The walls of the buildings surrounding the cache have been peed over multiple times within the last decade. Never ever attempt to do it yourself or you will end up arrested. If for one reason or the other you get caught, be ready to explain the officers why you did it. You can mention that the publicly available toilet at approximately N54 41.119 E25 17.456 was closed for reconstruction and all you were able to find was the "Pee sign":
