Originally when the Water gardens were developed, the plan had been to build the new Civic Centre in the middle of a lake, but this was a bit radical for the early 60s. Future plans for the current car park is to pull it down and build... a new civic centre facing the Water Gardens!
This is a quick trad style micro, but it's a busy spot so you may like to exercise stealth, etc. I placed this cache on a Saturday afternoon, so it's not impossible to find a muggle free gap. Admire the pretty mahonia shrub nearby.
