Because of earlier communications intercepted on the same channel, you have reason to believe that this message may relate to the location of a hoard of some description. Intelligence available does not reveal the precise nature of the hide. Speculation in camp covers the gamut from hidden loot to resources placed in advance for a future planned action. In any case, if you can decode the message quickly enough, you may be able to get to it first and claim it for your own team.
This puzzle is obviously based on ciphers.
