If you are from Lancaster County then you are probably aware of the The Goat Path and what it is all about. If not, here is an explanation of why this overpass is here and why the ramps don't go anywhere.
The area below this overpass and all the way to Lancaster City is known as The Goat Path. In the 1970's a Route 23 bypass was started in Lancaster City and prepared and graded all the way to Route 772 in Leola. The project was halted due to lack of funds (imagine that) and public consensus. In 1977 the partially built highway was planted over and PennDot leased the land to the local farmers. A really interesting view of this area can be had on Google Maps earth view. You can see exactly where the road would be and all the overpass bridges that have already been built.
Every few years the topic comes up about completing the project but nothing ever materializes. It is doubtful this roadway will ever be completed. Perhaps someday it will become a trail filled with geocaches.
