The Stafford area was originally known as Happy Valley and land on either side of Happy Valley Road (Stafford Rd) eastwards from North Pine Road was first offered for sale in 1863. Attempts at brick making failed as the clay in the area was unsuitable and eventually the main industries became slaughterhouses and tanneries along with a number of piggeries. Although the Kedron tramline was extended to Lutwyche Cemetery in 1925 it was not until many of the tanneries closed that settlement increased. The tramline was extended along Stafford Rd in 1939 and housing commission homes were built in the area East of Webster Rd after WWII. However Stafford still suffered from the taint of the smell from the remaining tannery until it was finally closed.
