Up on a hill in the forest The old encampment had been built on a hillside above the river Werra.

Not original No, these are no romans and the tower is probably not an original leftover of the old encampment :-). But the tower is standing on the remains of the old wall of the encampent and to the left of the tower had been one of the entrances.
