--A lot to read but ALL is important--
The coordinates point you to the parking lot of Liberty Park in White Plains. The cache can also be reached by way of the Silver Lake Preserve farther down Lake Street. Better hiking this way but MUCH longer.
SIMPLE: Add the year under Mayor Delfino's name to these coordinates:
N 41° 00.829 W 073° 42.891
The idea is that since it is not easy to reach the cache the primary reward is the knowledge that you are either deeply committed to caching or liberty...or.......(HOPEFULLY) BOTH!

The cache is intended as a way for cachers to pay respects to those that died for our liberty.
A large conflict between the British and Continental Army was fought on these grounds during the battle of White Plains. Also, the park displays a monument dedicated to the fallen from September 11th, 2001.

WARNING: This cache is VERY difficult to retrieve. I have placed this cache in a precarious location NOT RECOMMENDED FOR CHILDREN!

--* 3 points of contact use all of your hands and feet
--* Stay Low - lower your ability to tip in any direction simply by crouching down ;)
--* Go around and up from the rear .. a frontal attempt is NOT recommended.(partial hint)
