One thing that is keeping downtown alive is the legal system. The County courthouse, Federal court, court of appeals, police department, sheriff's department, county jail...and hundreds of attorneys. For those intimately involved in the process, it is well known that justice is not always what it might appear.
This cache is located near a law office and a high traffic area. Extreme stealth might be needed during business hours. After hours it just might be deserted.
