The first stage coords are for a sign on the southeast side of the old Foster (sometimes called Henley) bridge. You'll need to get a couple of numbers from it to fill in the blanks:
Stage 2 N28° 23.88(A-3) W82° 07.9B5.
A=the last digit of the Broad Street address - 3
B=the first digit zip code
If you're standing at the sign looking across the river at 212° you'll see the roadway to the Old Henley place. The bridge was lost in the last 20 years or so. If water levels are low enough the pilings can still be seen, and some bridge structure on both banks. There are two old boat ramps along this stretch.
