This webcam cache is not as simple as it appears. There are a couple of things that you will need to do that mean that it deserves more than a difficulty rating of 1.
A. As the camera only updates every half-hour and only in daylight hours, you will need to work out the difference between the timestamp displayed on the picture captured and the actual time (is the webcam's clock slow or fast and by how much?) so that you will know when is the right time to stand in front of the webcam proudly displaying your GPS. The alternative is to stand there for a full half hour, but your arm is likely to get quite tired and the locals will probably call for the men in white coats to come and take you away.
B. The camera is mounted so that it looks out over the top of the cars in the carpark. This means that to be in the picture you either need to stand a fair way back, which will mean that you will be too small to be identified (to log a find your picture must be detailed enough to identify you), or you need to be up close to the webcam, which will mean you will be out of the frame if you just stand on the ground.

This was in the clue, but I can see now that it probably should have been here: "Stand by/in the carpark closest to the shed. Use something to help you stand tall. Smile!" If you can stand closer and still be in the picture then that is even better.
Use my example picture as a guide. If your torso doesn't appear as tall as mine does, then your log doesn't qualify as a successful find. There is a very good chance that you will feel a little bit conspicuous when you are properly attempting this cache!
To give you a better idea, I had to stand on the edge of my car's boot to be tall enough. Being conspicuous is also my reason for suggesting that you might want to figure out the timing of when the camera takes its shots, as you probably don't want to be perched on top of your car/truck/front-end-loader/ladder/stilts/cherry-picker for a full half hour!
While it's not required to qualify for logging a find, if you're able to, please post a picture showing how you got yourself high enough to be in the webcam field-of-view.
