Lismore’s location places it at risk of periodic flooding due to the proximity to major rivers and waterways. Damaging floods has been recorded from as early as 1870. A 10-11m levee wall was completed in 2005 and has saved the CBD from inundation multiple times. During a major flood event the wall can be overtopped but the levee gives people more time to pack up and get out of town before the big flood arrives. The highest flood on record in Lismore was on 28 February, 2022, where the flood level reached 14.4m. Over a period of four days leading up to the disaster, three rain episodes occurred. Under usual conditions each would have generated a moderate flood, but cumulatively they created a catastrophe. The people of Lismore, the State Emergency Service and the Bureau of Meteorology were unprepared for this catastrophe. Homes and businesses in parts of the city that had never been flooded before found themselves underwater for the first time, in a flooding event that ended up affecting more than 31,000 people across the local government area.
