This cache is at an intersection for a road I used to run on quite frequently during my years at the local high school. I never ran quite as far as this intersection, but the road holds some great memories for me. While the coordinates take you to a guardrail, it's NOT a guardrail cache. At least, not by my definition.
There is no official parking nearby, but you can easily park alongside the road rather close to the cache itself. This stretch of road is not as highly trafficked as other stretches of the same road, but you may have to use some stealth here.
