One would think it's because she's become bored of nabbing geocaches. That's not the case. She never tires of her craft and is always looking to advance it. From our history with her, she tends to disappear and take holidays when she believes she has bested those pursuing her. Everything was going swimmingly gumshoes. You were eagerly following our breadcrumbs and locating the whereabouts of her heists. But then she went rogue. And many of you still haven't a clue as to where her latest theft may be. Some did succeed, but that's not enough data for us to build a case. We need more evidence.
Our intelligence has also reported that some gumshoes may be playing a shady game. This can hamper our investigation. Now we're not in the business of dragging non-criminals through the mud, but how can we trust your intel when you play at Carmen's level? There are rules for a reason gumshoes which is why we are putting our faith in you once again. We've captured a V.I.L.E. henchman who had a copy of Carmen's Rules on his person. Yes, even a thief has rules apparently. But this list appears to be more than just rules. We believe it's a code that reveals the location of her latest score.
