The Toshima Incineration Plant is an incineration plant managed by the Clean Authority of Tokyo (CAT23), and has a capacity of 400 tons of waste a day. As residual heat utilization of the incinerator, it outputs 7800 kW of electricity by waste power generation and provides hot water to the neighboring Health Plaza Toshima. The plant's smokestack, at 210 meters in height, is the tallest industrial chimney in the special wards of Tokyo, and it has a highly designed appearance to match the surrounding landscape. This smokestack is said to be an image model of the "tower" that appears in the animation work of Makoto Shinkai "The Place Promised in Our Early Days" (2004).

豊島清掃工場は、東京二十三区清掃一部事務組合が管理を行う清掃工場であり、一日に約400トンのゴミを処理しています。焼却炉の余熱利用として、出力7800 kWの廃棄物発電と、隣接する豊島区立健康プラザとしまへの温水の提供を行っています。煙突の高さは、東京都にある工場煙突としては最も高い約210メートルであり、周辺景観への調和のためにデザイン性の高い外観となっています。この煙突は、新海誠監督によるアニメーション作品「雲のむこう、約束の場所」（2004年）の作中に登場する「塔」のイメージモデルとされています。
