Froggy is just a little guy but he really admires Signal and is thrilled to be part of something that uses a frog as it's mascot. He shouldn't be hard to find. While it's not exactly a park n grab it doesn't take long to get to the spot he hangs out in which overlooks frog heaven.
The nearby area may be very busy during the nice weather but will probably be pretty deserted most other times. Even if it's busy he's hiding in a spot that should be easy to find unobserved.
