You should be able to find this geocache reliably in any kind of weather. People on the trail will go right past you and they will definitely wonder what you're doing, so stealth is required. As always, should you be caught, the Secretary will disavow any knowledge of your actions.
About the Spy Gear
Fake passports are so routine in spy movies that they usually don't need much discussion by the characters. In the 2002 film The Bourne Identity, Jason Bourne lost his memory and struggled to discover who he was. His best clue was the number for a safe deposit box in Paris. When he finally got there he found a bundle of passports from five different countries. Each one had his own picture and a different name, which didn't help his situation.
