You see them dotted around the place...areas that you can pull over to safely change drivers, read your phone messages, or check your map. They may not be great places to stretch your legs or give the dog/kids a quick run, but are handy anyway.
This area is best accessed when heading east...it is pretty dangerous turning across the lane when coming from the other way. It is quite a decent area to pull over and is obviously used frequently, as evidenced by the 'No Dumping' sign. It must be working as there was no rubbish there when hiding the cache.
The difficulty rating is due to the traffic. It took about 5mins until there was a break to hide the cache.
