In 1975, after two years of correspondence with Harrow Council, a tentative offer was made to the The Harrow & Wembley Society of Model Engineers for a site in Roxbourne Park, near Eastcote for the siting of a miniature railway line. It was fortunate that the Council had decided to develop a former rubbish tip as an extension to an existing recreation ground. The Council agreed to excavate the site and to prepare the foundations for a railway track, to erect a garage building for use as a workshop and storage, and to lay on water and electricity services. Hard work by all concerned resulted in 725 feet of track in place by late October 1976.
