The area you are being taken to is Sutherland Stream - a designated dog exercise area and a flood control catchment area in times of heavy rain. However, the cache will still be accessible during flood seasons - it is not near the water.
The hard part about this cache is the puzzle - the find itself shouldn't trip you up too much.
