The views from this road are amazing... but I recommend against trying to walk up from the main highway. The road is very steep at points and it may take a while. Instead, hop a "Aiga Bus" to Afono or Vatia and have them drop you at the cache site. The bus fare is about $.50 from the main highway up. Coming down the mountain will be much easier than going up.
This road leads from the village of Aua, which lies on the east shores of Pago Pago Harbor, up over the mountains near Rainmaker Peak, down to the village of Afono. The road also leads past Afono village and snakes along the north coast of Tutuila toward Vatia. Traveling along this road, you will enter the US National Park and continuing to the end, you will have great views of the famous natural landmark, the Cock's Comb or "Pola Tai." We recommend you visit the entire park (by car).
