In order to find this cache, you will need to solve two puzzles. The starting coordinates will lead you to a sign. Solve the first puzzle to find the tool you need to solve the second puzzle.
First Puzzle
X = # of words in the circle
Y = # of words on the sign not in the circle (words, not numbers)
Z = # of b's on the sign (inside + outside the circle)
A = # of letters in the last word on the sign
B = # of numbers on the sign
The tool you need is: REF XYZ.A00B ENC
Once you have solved the first puzzle, and know what tool you need, proceed to the location mentioned on the sign. Arriving at the entrance, use the steps or ramp and enter the building. Turn left and proceed past the desk. Turn right and enter the back room. The tool is here. You must visit during business hours in order to solve the second puzzle and find the cache. Please solve the second puzzle completely because it contains vital information you need to know to obtain the cache.
