A puzzle cache located on the UIUC campus. Difficulty is for the puzzle, not the final hide, which should be relatively easy to find once the puzzle is solved. High muggle activity partway through, but low activity at the GZ.
The starting coordinates ARE NOT where the cache is located, though the cache is within a mile. To get to the final, take a look at the text below:

It is not enough to have a dictionary- you have to understand some history of the related culture to be able to get the next set of coordinates. In other words, there is some type of mathematical change made to the coordinates you initially find- the change is based on part of the language's culture and history. The change is applied to each all 3 sections of a coordinate separately: X° Y.Z
