WHAT TO DO:

Once you've determined what the reference coordinates should be (the "common" denominator within one mile of the fake coordinates), simply subtract .117 from the north coordinate (AND, as of 2015, ADD .003 to the west coordinate). Note: the numerators do not matter for solving this mystery, but they do provide a direct means to double-check your ideas.
