Archiving a geocache is meant to be a permanent action. Only community volunteer reviewers and Geocaching HQ can unarchive caches. This is done only in rare circumstances and only if the cache meets the current Geocaching Guidelines.
If a cache is archived by a reviewer or staff for lack of maintenance, it will not be unarchived.

Boat required, slight steep hill overlooking the Aguafria arm of
Lake Pleasant at 1,750 feet. Bring a camera for this one.
Our family loves boating and the associated water sports. This
cache has been placed on a small hill overlooking our favorite lake
Northwest of Phoenix (Lake Pleasant). You will need a powered
watercraft to get within hiking distance of the cache, so this may
not be a good cache for everyone, but it is well worth the
adventure if you have the means to search for it. You should launch
your watercraft from the 4 lane or 10 lane ramp, and point your bow
towards the coordinates (you will be traveling towards the Aguafria
arm of the lake). The lake levels fluctuate throughout the year,
but the cache has been placed high enough that it will never be
submerged by the water level. The exact elevation of the cache is
1,750 feet. The hill is a little steep, but we had a 5 year old
make the climb in flip flops without any problems. While typical
lake footwear will work, I do encourage wearing regular shoes. You
can approach the hill from any angle, but we had good success
starting on the North side of the hill and hiking upwards in a
South direction. Be sure to bring your camera because the view of
the lake from the cache location is breathtaking.
